The San Luis Valley Web server (www.slv.org), also known as the "El-Telar Project" operated with grants from the Colorado Advanced Technology Institute and the San Luis Valley Healthy Communities initiative.
There have been heart-felt efforts by the Colorado Advanced Technology Institute to fund and manage the El-Telar Project, a community BBS and free Internet access to libraries. However, the funding has been depleted.
In addition, the San Luis Valley Healthy Communities Initiative has shifted focus and chosen to support alternative organizations. http://www.vwhs.org/slvcc.htm

In my opinion, as a professional grant writer, it seems as though there was a lack of effort in researching foundations and grant resources that would assist in keeping the website afloat. I certainly would have been willing to offer my time and finances, if I were aware of the need.
I live in Washington State. If I were a bit closer, I would consider incorporating the web server business as a nonprofit organization and expanding to market the business to Colorado tourists, web tourists, regional residents, genealogists, history education departments, etc. Product could include historical research (look-ups, photos, etc.), regional publishing, and retail sales. There could be a "for profit" bookstore carrying everything ever written about Colorado - past, present, and future by Coloradoans, wannabes and used-to-bees. Something for everybody. The ultimate authority on all things Colorado.
I have spent many a day at the library requesting books on the inter-library loan program. Many books record the history of my family. I have grieved over having to return them to their rightful owner. It would be nice to find a bookstore that has access to Colorado books of this type, that are available for purchase.
I could do the grant writing and business proposal. But somebody else would have to run the business.
Oh, well. We can dream can't we? In the mean time, www.museumtrail.org and www.slvdweller.org are both good websites.
