To add to what Dianne has said below, Colorado is also among the states that
does not have a Soundex available for the 1910 census. It is possible to
locate people in the city of Denver, though, through the 1910 denver
directory. At the Denver Public library , there is a map of enumeration
districts available which shows which enumeration district contains a
particular address. Finding people in the Colorado 1910 census is
definitely a challenge.

The closest thing I know of for an index for 1900, 1910, and 1920 census
is the Soundex. I've used those in the past and found where my grandfather
and his family were living in Colorado. I do know however, that not all
states have all soundex available for 1880, 1900, 1910, & 1920; for example,
there is no soundex for Iowa for 1910.
But please don't assume that your relative didn't live in a particular
place because they aren't listed in the soundex! I found my Danish
great-grandparents before I knew about the soundex. When I checked later
for
other relatives, I was surprised that the people I knew living in a certain
town weren't listed in the soundex at all. They didn't have any children
living with them--so they weren't included.
