there are a couple of problems.

first, the pearl you noted in the 1930 census is listed as age 35, and single. that makes a marriage in 1906 at age 11 doubtful, notwithstanding the single designation.

as you indicated, there is a marriage of a
charles r. welty to pearl poplin on 17 feb. 1906 in el paso county (#3553). **Source: Denver Public Library, COLORADO MARRIAGES, 1858-1939, CD-ROM (Denver: Colorado Genealogical Society, 2004).

i suspect the pearl in the 1930 census is the daughter of charles and almeda welty (indexed as welly)-see the 1910 census:

NOTE also that she has a sister minnie. it could be the widowed minnie dietz.

i found a WWI draft card (1918) for charles r welty-in california, cammeraman for fox studio; wife listed as clara p. welty who was living in denver.

this could be the charles r. welty found in the 1900 census in the army:
