Hi,

I determined the address 28 E 23rd St to be in Ward 1
ED 20.

However, when I check the census I could find no entry
for 28. The entries were for 24 and then the next
entry was for 30. There was nothing for 26 or 28.

Does this mean that 28 is somewhere else?
