Simple. A Commonwealth Citizen is a citizen of a Commonwealth member country (essentially ex-British colonies although Mozambique is also a member and many ex-colonies are not members) - e.g., Britain, Australia, New Zealand, Canada, South Africa, India, Pakistan et al. The United States and Ireland, however, are not Commonwealth countries.
