Hi Carol,
Looe is accessible by both train & bus.
I visit it frequently & I have no car. The train runs from the mainline
station in Liskeard. It's one of the most famous scenic branchlines in
the country.

Buses run several times a day from Plymouth or Liskeard. National
Express coaches run to Liskeard. There are also several taxi companies
in Liskeard should you arrive in Liskeard after the last bus.

There is a good local bus service in the Looe area than runs between
Looe, St Martins by Looe, Polperro & Pelynt, it's run by Western Grayhound.

I have never had a problem when staying there.
