The first Social Security payment The Social Security Act was signed into law
in 1935, but monthly benefits did not begin until 1940. For people who paid
Social Security taxes but retired before monthly payments began, one-time
payments were made. In March 1937, the very first Social Security payment
was made to Ernest Ackerman, a streetcar motorman from Cleveland, Ohio.
Ackerman worked one day under Social Security, earned $5, and paid a nickel
in payroll taxes. His lump-sum was equal to 3.5 percent of his wages-so he
got 17 cents.
