I use both my parents names particularly when I'm communicating about
genealogy, but also when I want people to know that I am Hispanic. I
don't appear Hispanic, have no accent, and have a very Anglo first
name, so I often use both surnames hyphenated. If you hyphenate the
two surnames, it gets alphabetized by the father's name and not the
mother's. Since hyphenating names was very trendy in the 80s, this is
not even blinked at most places!
