Just an observation:
In La Habana the Civil Registry started in 1860, but reluctantly, and it
took a few years for people to get used to getting there and registering
the children. I believe that must "big" cities had the registries in the
late 1800's also. But the farther people lived from the Registry, the harder
it was to use it.
As for the rest of the story..WOW...that is a genealogist's worst
nightmare!!
