A dispensacion is a "permit to marry" when the parties were cousins, no
matter how remote. The Bishops were the one to issue them.

And about the "expediente de Solteria" they were/are used in the Catholic
Church from the 1500 when the paper work started. Communism has nothing to
do with it. It was a way to meke sure the woman/man was single when they
were maerrying far away from their home town.
