I was wrong in stating that the US Library of Congress does not participate
in Interlibrary Loans. Here is their policy:
# How can I read a book that is not available at my library but is listed
in the collections of the Library of Congress?
Many of the items listed in the Library of Congress catalogs are available
in other libraries. You can ask your local librarian about interlibrary
loan service from participating libraries. Your library may be able to
borrow a book from the Library of Congress provided it is not available at
any other libraries.
# Can I borrow materials from the Library?
The Library of Congress does not loan materials to individuals, who must
use Library materials on site. In certain instances, the Library sends out
materials to local libraries on interlibrary loan. This process must be
initiated at your local library.
