You may want to contact someone at the county level and check the abstract
and deed of the land where the cemetery is located. I know of a cemetery in
Missouri that states upon the death of the person who started the cemetery and
gave the ground for its existence that it always be made available to the public
even after it's sale to another party. Try to find out it the cemetery in
question was once fenced, if so, you may be able to put another up in its place.
