The 1665 Visitation lists Henry Fletcher (then aged 25) as only having
surviving sisters ... Dorothy, Eliza, Jane, Bridget, Catherine, Margaret,
Elizabeth. So, there isn't any first cousinhood available; but she might be
more distant.

If she were sister to Anne, Anne's husband (who had enough money) could have
bought her rights out.

I would think that the way to prove this, one way or another, would be to
find Henry Fletcher's will. I can't remember whether the printed index of
Carlisle wills extends up to 1712, but if someone has access to a copy they
could check whether it's available.
