I am not certain if I have entirely grasped the essence of this
query/Wish-list

However I certainly would not want Custodian to "change say when a
"Head" of household is encountered during an import"

When hopefully I enter 1901 census data, I want to continue the system
that I adopted when I started the trawl of the 1891 census, after that
of the 1881. Good or Bad, this is what evolved at the time I was
extracting data in the methods that were available at that time.

I do not doubt that at a different time and place, my system of
referencing would have been different, but that system would still
hopefully be logical given the circumstances.
