Hi Martin,
It comes from the Gilbert & Sullivan operetta, The Mikado. The Poobah
was a character greatly impressed by his own importance, and so great
fun is made at his expense. After the Mikado (a Japanese emperor) and
the Lord High Executioner, the Poobah describes himself as "The Lord
High Everything Else".
