Check out this great site to read requirements of the GA Land Lotteries. Note GA was the only state to have these lotteries. They are great source to supplement the lack of census records:

DearREADERS,
THANKS once again to Barb for sharing a genealogy tip. From this State of Georgia website we learn that six lotteries took place in 1805, 1807, 1820, 1821, 1827, and 1832. You will also find information on "How to Locate a Land Lottery Grant or Plat" which hopefully will mention your Georgia ancestor.
