In making a deed (patent survey) map of Harford County MD I encounter
many overlapping plats that are caused both by time/date resurveys and
from survey conflicts. Color fills of plots in overlapping areas must
choose which plot color overrides another. Insofar as I can tell this is
controlled by internal logic, not by user choice. Black color fill seems
to override any other overlapped color fill.

Is there a user control? If not, what is the internal logic?
