Regarding the query on date of birth for men around 1860-1865 in Delaware:
There were 2 drafts in 1863 and 4 in 1864 for men between the ages of
20-25...records include men born between 1818 and 1843. The lists were
generally organized by Congressional District. Age and birthplace were
recorded.

Lists for the State of Delaware were "at large". Requests can be made to
the National Archives & Records Administration, Seventh & Pennsylvania Ave
NW, Washington DC 20408 asking them to check the Consolidated Lists for
Draft Registration for the Civil War in Record group 110...including Name;
Age; whether married or single; where living in 1863; State; County and
Congressional District.

I have not used this, but recently attended a lecture on this subject.
