Hi,
They should be compared. Y-chromosome DNA has both STRs and SNPs they are
both subject to mutation and change. People today are starting out with
23andMe type tests that are all SNPs. We can not assume that people are
going to start with an STR panel. :-)
Times are changing...
So back to the questions. Will the Y-chromosome haplogroup vary between two
men who are related in the last 300 years. No. Will the mtDNA haplogroup
vary between two women who are related in the last 300 years. No.
