Bob's father or mother and his brother didn't necessarily inherit the same segments where you match Bob that the uncle did.

I have a match, call him Bob, who matches me. He has an uncle, call him
Sam, that does not match me. I don't come up in Sam's matches and he
doesn't come up in mine.

I had a similar match this morning, My cousin 3x removed comes up in his
but I don't. A lot of my family members come up in his, just not me.

Does this happen often, and is it the result of whether they are a blood
cousin or a genealogical cousin? Or does it mean the match was likely
under 7 cms?
