We tried a protest for the home and land of my grandparents which was
confiscated--my grandparents were in the US. Last year we received word
that the protest was denied because we had filed it too late.
This week I heard from my cousin in Germany that they were allowing another
protest until 22 February. I contacted the US Embassy in Bucharest and here
is what they e-mailed:

Law No. 10 on February 8, 2001 and an emergency ordinance on July 19, 2001
set a filing deadline for the restitution of dwellings or land in Romania.
The laws stated that any person wishing to recover houses or land
confiscated by the former communist regime between 1945-1989 may file a
claim, a so-called "notification", with the Mayor's Office in the area of
the property's location no later than the November 14th, 2001 deadline. The
law further stated that, even if claimants are not in possession of all
their ownership papers, they still may file the "notification" on the
condition that they submit additional ownership papers by November 14, 2002
Major changes in the new law:
If the former owners had submitted the claim (notification) and the claim
has not been solved so far, they can submit additional documents to support
the claim, without any deadline for that.
The deadline for the submission of claims regarding farm and forest land has
been extended until September 22.
Of course there are other changes, but these are among the most important.
