Now that we know the difference between emigrated and immigrate, does that
answer the question?
As you mentioned, "they fled" in 1944. The word "fled" means, - run away,
from danger or enemies.
If a person immigrates legally to another country, a Passport is required
and sometimes even a Visa is required, depending on the country the person
is immigrating to.
In 1944, I don't think Marshall Tito, issued any Passport nor Visa's to any
German people to leave Yugoslavia at that time. Now the question is, - does
the word "fled" has the same meaning as "immigrate?"
Yes, they did immigrate to Austria, but illegally.
