The Concise Oxford Dictionary has

Buffer - (slang) (Old - buffer) (old fashioned or incompetent) fellow
[18th century .... may have sense - 'stutterer'}

The [ ] bit is a lot of abbreviations which do not make sense to an
ordinary mortal, but could it be that Buff Besent had a speech
impediment?
