There is a Wellington in NSW, and it is in sheep country, so maybe another
check of the back of the photo might clarify whether it really does say
"South Australia".

The probate indexes are freely available, but unfortunately there is no
entry for Abel STRATTEN/STRATTON in the range 1800-1928. Similarly, there
is no entry in the NSW death indexes to 1945. Starting to look as if he
didn't die in NSW.

The electoral rolls for early this century might be a place to start, but
unfortunately it is a hard slog - there is no one combined roll by state as
we have now. You need to find someone with enough time to look through
electorate by electorate, and even then he may not have been registered,
although if he had accumulated some wealth he was more likely to be on the
roll. It was generally the itinerant workers who are missing.
