Here is the URL for Waverley Cemetery - any information you obtain will cost
you - the Council has Martin Forrester-Reid as the Manager, and he has to
make the cemetery pay for itself.

The Society of Australian Genealogists has transcribed the Monumental
Inscriptions - can you access them?
Cape Banks FHS has transcribed the Walter Carter Funeral Directors Registers
up to 1922. Walter Carter Funerals is in Oxford Street, Bondi
Junction/Waverley, and most of their funerals went to Waverley Cemetery.
I'm not online at the moment - there is a URL for Walter Carter in the Cape
Banks web site (I think it might be in 'What's New').
