Hello James.
I had a similar problem as I explained in this thread

Jump to the solution at the end if you're not interested in the methods of
searching a solution.
You may need to contact your ISP's Technical Support to obtain details of
their PROXY SERVER.
The proxy info is specified at "Internet Explorer>Tools>Internet
Options>Connections>LAN Settings>[tick]"Use a proxy
server">[click]"Advanced"[button]", then enter a correct value for:
"Proxy Address to use" & "Port".
Your problem may not have the same cause [and your ISP may not be helpfull]
so you may want to start a new thread at that forum explaining your problem.
There are people there whose interest/knowledge/exprtise is specifically in
computers.
