According to Hough's Gazetteer of New York State, p. 25, "The territory of
Vermont was originally claimed by both New York and New Hampshire, and
conflicting grants were made by the two governments. Most of the actual
settlers, holding title under N. H., resisted the claims of N. Y., and many
actual collisions occured. Jan. 15, 1777, the settlers declared themselves
independent, and laid claim to the territory w. to the Hudson, and from its
source N. to the boundary, including a tract along the w. shore of Lake
Champlain. By an act of Congress, passed Aug. 20, 1781, Vermont was required
to recede from this claim. A final agreement was entered into between Vt.
and N. Y. Oct 7, 1790, by which N. Y. surrendered all her claim to
jurisdiction to the present territory of Vt., and Vt. paid $30,000 for the
benefit of certain persons who had been deprived opf lands granted by N. Y.
[There follows a list of the men from each state who drew the boundary at
the time.] The final line was established June 8, 1812." The county chiefly
affected in New York was Washington County (called Charlotte County from
1772 to 1784), from which Clinton County, NY, was taken off in 1788, the
east portion of Washington was ceded to Vermont in 1790, a strip along
Washington's south border was annexed from Albany in 1791, and Warren
County, NY was taken off in 1813. Essex County, NY, was taken off Clinton
County in 1799, but neither of those counties seem to have been affected by
the boundary dispute, according to Hough, p. 225.
