Very few departure lists have survived. In addition your person could have
left from any port. Rotterdam/Antwerpen/LeHavre.... But also the south side
of France or even Italy.
In 1870 he would have arrived at Castle Garden. If you are sure about the
year you can find the films at either the NARA or at a local FHC.

Before or at time of departure. Sometime during the trip or at the end of
the trip it was amended to add additional info . ( baby's born/people
died/stow away's etc.)

Not until after a couple of years. If you can find your people on the 1901
census ,it will give you the year of arrival and the year of naturalization.
