That is possibly his birth date as FreeBMD has this entry:
Births Dec 1861: SMITH Jabez James Hillier Cricklade 5a 20

Unfortunately not. I've had a look for all the family in 1881 without
any success (but I am not using the 1881 census CDs which have a more
sophisticated search engine than the online 1881 census sites)
