The actual fine for failing to register to vote is up to 1,000GBP but in
some cases local magistrates
have fined people way below this, some people have only been fined up to
40GBP

In theory, yes, you're compelled to register but not to actually vote,
(yet).

I can't find the form at the moment, but I'm sure that was right.

We have two electoral rolls: a full version and an edited version.
The full version contains all names but access is restricted. The
edited version contains only the names of those electors who've chosen
to be included. There's full public access to the edited version.

It means that from 2002 the electoral rolls won't be as useful as
those of the past. Someone did say that after seven years the full
version is made public but I've not heard anything aboout that before
so I'm not sure how true that is. If it's right, then it's probably
based on the theory that people move every seven years.
