Most definitely. I know Southampton well; I used to live there. I

Hampshire was Southamptonshire, yes. I'm not sure quite what you mean
about Pompey being a county, but I'm guessing you mean unitary
authority (or whatever the powers that be are calling them this week).
The county town for Hants is Winchester, and has been for as long as I
can remember.
