Annie,

I'm having some difficulty accessing www.old-maps.co.uk at present but, from
memory, Water Side was in the centre of the town on the south side of the river
and close to the castle. The only John HORWOODs living in the Berkhamsted
registration district in 1851 (according to the census) were both too young to
be yours.

This may be total red herring, but there was a Charles MONK, age 25,
boatbuilder, born Warwick, living in the household of his uncle, John HATTON,
just round the corner from Water Side, in Castle Street. Could he have been
Elizabeth's brother?

There was also a family of HORWOODs living further along Castle Street in 1851.
