Hi Sheila,
I've lived in Herts for nearly 40 years, and I've not heard of an area
called 'Penzance' in St Albans.
But the workhouse location should give some clues

The workhouse became the City hospital in Waverley Road. If you put
Waverley Road and Normandy Road into a map programme like Google maps
or Multimap, it should give you some idea of where the Penzance
district of St Albans was located.
