Hi John
There are three normal ways:
1. Visit the Family Records centre and look through the Index Books
2. If you are at Kew you can look through the fiche crested from the FRC Index books
3. Go to www.freebmd.org.uk and search for the name you are looking for.
>From these you will get the quarter, the Registration District, the Volume and the page number of the event. If you are in the UK you can go to the online trial at http://www.col.statistics.gov.uk/ and you can order certificates on line at the standard rate of GBP7.00.
If you are at the FRC, you can order over the counter.
Or you can order by post.
The GRO references are different from the ones used at the local registration offices.
