Subject: House renumberings?

Does anyone with more knowledge than I have know if there was much house renumbering in Liverpool in the 1840s?
My gg g/father William Leece lived in Grafton Street for about 25 years from the mid-1820s. At first (1820s-1841) he is recorded as living at 14 Grafton Gtreet, and later, in the 1843 Gores, at 31 Grafton Street (now part of the Cains Brewery site).
Under the conventional system of street numbering, no 14 should be on the western side of Grafton Street. But contemporary maps suggest that Grafton Street, initially, was built on one side only, with houses on the easterm side and now doubt enjoying a good view of the river and the Wirral.
Just to confuse matters, in the 1851 census he appears to be living at 14 Court Grafton no 2 house - it's difficult to decipher. His surname is also mistranscribed as Leese.
Would these be three separate addresses, or possible the same house with different numberings? Frankly I'm puzzled - all suggestions gratefully received.
