Subject: Finding info on Brewers

One of my ancestors (name of George Ockenden) was listed as a Brewer/Tailor
on the 1881 census and on his death certificate in 1900 - both in Ifield
Sussex. How do I go about finding information out about a Brewer? Would it
likely be the same as a pub owner - do you need a license to be a brewer?
Any assistance would be appreciated.
