Is the Stephen Millard married in 1828 the same as the Stephen Millard married in 1843?

I am now photocopying documents to be included with this summary and I shall be sending the package to a Registered Family Historian in Somerset for his comments and additions. I would appreciate any corrections or additions from Listers.
