Inmates of an asylum would appear in the Census, however they were often
just recorded by their initials which doesn't help much; especially if you
add in the fact that place of birth was not recorded.
Your only hope is to check to see if records have been deposited either at
the local RO or maybe at kew. You have a further problem that even if
deposited they may be subject to 75 or 100 year closure rule, and this
often applies from the date of the last entry in the book.
