Welcome to the Surrey List.
Must be bad transcription for 1881 - I can't find them either.
There's a birth registration for a James Quinton in the June qtr of 1859 in
the St George's Southwark registration district Ref 1d 136. Southwark and
Newington are adjacent parishes. Could this be your man? If so, then we
can concentrate on the Welsh Gipsy mystery !!

Just announcing I joined the list.
My surrey interests are a brick wall.

My Grandparents Sarah Ann Richards and James Quinton, firewood cutter, were
married St John, Walworth 7 July 1884. I have been unable to identify them
or anyone on their marriage certificate in the 1881; I have found them in
the 1891 at 32 South Street, Walworth and 1901 at 39 Salisbury Row,
Walworth. I have the 1881 on CD.

James was born around 1860 in Newington his Father was also James, a boot or
shoemaker.
Sarah was born around 1864 in either Newington or Bermondsey, her father
William was also a boot or shoemaker.

She claimed to her children to have been abducted as a child and raised by
'welsh gypsies' (her wording). I have no idea whether the father she listed
on her marriage certificate (William Richards) was her biological father or
the man who raised her (assuming her tale had some element of truth)
Richards is a welsh name but was very common in all of Newington at the
time.

For the address she gave at her marriage in 1884 there were in a881
Richards' living at that location but no Sarah or William.

The witnesses to the marriage were William Quinton and Ann Quinton.
