This research company DOES offer a free consultation, in my experience.

Last year, they electronically approached me (how I do not know) and offered
a free consultation.

I thought the proposal - to search a specific local Hampshire parish record
set - was a reasonable approach to my immediate research requirements.
The mechanism of proposing was very professional, and the person proposing
to do the work -who has a public website - appeared very professional and
appropriate for the proposed work. So far so good.

However I personally found the fee to be high - both for my bare-bones
genealogical budget and for the work that I envisaged was needed.
For precise Birth date information was known to the specific (via freeBMD).
I also knew, as a HGS member, how else one might conduct that same research.

In the end, I declined the proposal.
However with a deeper pocketbook, and more demanding time requirements, I
might have proceeded.

In summary, I believe that there is a place for firms such as this.
