I can't answer your question but nowadays Orsett in part of Thurrock & we have a local museum that may be able to help.

From looking at the 1841 census I would guess that it might be an Industrial School. I am not sure when they came into existence, maybe another lister might know. I have two ancestors who were sent from Bow, East London to an Industrial school in Halstead, Essex in 1887.
Let me know how you get on as I am interested in what you find out seeing as Orsett is local to me.

May be a little out of the area, but I have a young Joseph Treacher at Orsett House on the 1841 census. His parents and the rest of the family are in Great Tower Street, Allhallows, Barking by the Tower, and I wondered if he might have been sent off to school. Anyone know anything about this place?
