There are several possible answers.

One, he wasn't born in Salem. He and the death informant may have
thought he was born in Salem. His family may have lived in Salem but he
was born elsewhere. Where was his mother born? He may have been born
there also.

Two, have you asked for a birth record from the Salem city clerk? The
record may not have been copied or the Archives just didn't find it. If
Salem and the mother's birth city come up negative, then you can ask
the Archives for record of birth anywhere in MA.

Three, have you looked at the 1900 Census soundex? Did the family
actually live in Salem?
