The following passage (under the entry for "Civil Registration") from the
Oxford Companion to Local and Family History (OUP, 1998) will doubtless
interest those who haven't seen it!
"The registration system was not completely effective in its early years. It
has been estimated that in some parts of England and Wales, particularly in
Surrey, Sussex, Middlesex, ESSEX and Shropshire, up to 15% of births were not
registered between 1837 and 1860."
