I have done the same with the 1902 directory.
No CATER as a coachbuilder in the whole of the County. There are plenty
listed, but as Ian says, in other trades.
Interestingly there are two CARTERs listed as coachbuilders, both
operating in Colchester.
Wm E. CARTER, Great Clacton and Colchester.
Thomas CARTER, 84 Magdelen Street, Colchester.
My own deduction would have to be that the photograph was taken at a
rather later time than first thought. Perhaps we are talking about the
1920s or 30s? "Staged" photographs taken at this time often give the
appearance of being rather older than they actually are.

I've checked directories for 1874, 1878, 1882, 1886, 1890, 1895 & 1899
and can't find any CATERs coachbuilding anywhere in Essex. There were
many CATERs listed in each of the directories in Colchester, but mainly
in the confectioner business.
