Are these the same Webbs mentioned in my book, The well ordered town which
deals with SW in this period? (p114)

In 1853 Richard Webb was transported for 15 years - together with another
man, these were the last transportations by Saffron Walden magistrates. He
was aged 18 which would fit the date you give.

Ian is right about James Webb running the Kings Head - I think he was also
on the shady side of the law himself - this is the reference that is at the
back of my mind but I can't recall it.Does any lister have a copy of the
book 'Saffron Crocus' by Stanley Wilson? I think it's mentioned in there.
Will have a think.
