To the question, why did a Jewish couple get married by a justice of the peace
when a rabbi was available?

* The rabbi may not have been licensed to perform weddings
* The couple were freethinkers and wouldn't want anything to do with Judaism
* They wanted a quick or cheap wedding
* Their marriage was halachically forbidden (e.g. a Cohen and a divorced
woman)
* They didn't like the rabbi ,or his synagogue.

Incidentally, in many countries of the "Western" world, only civil marriage is
recognized. Jewish couples get married at city hall, like everyone else, then
have the "real" (Jewish) wedding at a convenient time and place with Chuppa,
Ketuba, rabbi, guests, chopped liver and a kleizmer band <g>
