I'll give it a go:
What Jane was saying holds true, however, it is a matter of priority.
If the program *finds* the .ini file in the \windows directory, it
doesn't need to look any further, and there for will find (and fail)
with the copy in the \windows directory.
If however, you delete the copy in the \windows directory, the second
choice will be to look in the \Program files\<program name> directory
for the .ini file. If the logged in user has access to that area, the
operation should succeed.
The root of the problem is security permissions to the .ini file itself.
It needs to be in a location that is modifiable by the currently logged
on user. If this is a personal machine, not connected to any other
network, you might also be able to modify the security permissions on
the file and/or directory itself to allow the desired access. [careful
- you could shoot yourself in the foot with this one]
I also agree that the long term solution is for Simon to write the
installer and/or the program to create & use the .ini file from within
the \Documents and Settings\ folder. That would make it more fully
compatible with the windows 2000 operating standard.
What do you say Simon? Is that on the horizon?

I am not sure what you are saying because in Windows XP you have a
directory called c:\Program Files\ in the route area of the system which
is where FH is installed, and at some point during or after
installation, FH puts the FH.INI directory in the root c:\WINDOWS\
directory. Note, however, that there is also a \Windows\ directory for
each user account, under the
\Documents and Settings\
directory for each user.
I cannot see how moving the FH.INI file to the
c:\Program Files\Family Historian\
directory will solve the problem
Let me try and re-explain the problem I have encountered:
When first installing FH and trying it out under an Administrator level
code, FH placed the FH.INI file in the root WINDOWS directory (note also
that the INI file contains the recently used file list for FH). If I log
on to an account with Administrator privileges and run FH, it happily
uses the FH.INI file in the root Windows directory. However, if I logon
under a Limited User account and run FH, it cannot find a usable FH.INI
file.
OK, so you might think that copying an FH.INI file to the Limited
Account's \Windows\ directory might solve the problem, but I can report
that I have already tried that approach and it doesn't make any
difference, I still get the same error message.
Jane, maybe I misunderstand your solution?
Are there any XP user's out there using FH under a Limited Account?
