I can confirm that this is a bug. The bug is that the =Report() function
does not return the correct record when used in the Footer of any report.
It is a long-standing bug, probably dating back to version 2.1.
The bug will be fixed in the next patch. As of that fix, =Record() when
used in the header will display the record, details for which are shown at
the top of the page - even if a new record starts halfway down (i.e. you're
not starting new records on new pages). When used in a footer, the
function will display the name of the record, details for which are shown at
the foot of the page. So if the record changes within the page you will get
different record names in the header and footer.
