No I would say Primary as much depends on the birth date. In any case
age on census returns are often inaccurate and can be different between
census. On one census it may be 2 yours out on another about right.
To find ages it is best to use FreeBMD and using the new tool on V5 in
put that. I always give the age as shown on the census and these are
shown on FH with a ! if it did not match the age you have given
