To accomplish a goal such as this, you must enter your data in a
special way with that goal in mind.

You can create a new user defined fact named something like "secret
note" or the like and uncheck its use in books so it will not print
there. Then you can enter all such notes as notes on that special
fact.

(When defining a new user fact, if you do not enable the date and
place fields nor the description field then the phrasing "he or she
did this or that ......" will never be used in any report.)

If you want those notes to print in a book report every now and then,
you can edit that special fact type so that it does print in books.
You can turn it on and off whenever you like.
